New Privacy Commissioner announced; Swap between So and Lo; Appointments to ATLA and HKCAAVQ.


Government appoints new privacy commissioner

The Government announced the appointment of Stephen Wong Kai-yi (黃繼兒) as the new Privacy Commissioner for Personal Data with effect from August 4, 2015. Wong will succeed the outgoing privacy commissioner Allan Chiang (蔣任宏). Wong is currently a practicing barrister who served the in the Department of Justice as legal counsel from 1986 to 2007 and was the Secretary to the Law Reform Commission of Hong Kong from 2012 to 2014.

A selection committee was set up back in February this year, with ExCo member Bernard Chan as the committee’s chairman, to propose suitable candidates of the post to CY Leung.


So and Lo: Political reshuffle within Lantau Development Advisory Committee

Mr Jack So Chak-kwong (蘇澤光) was tapped to replace the resigned Mr Vincent Lo Hong-sui (羅康瑞) to seat in the  Lantau Development Advisory Committee. So and Lo swapped positions earlier as chairman of the Airport Authority and chairman of the Hong Kong Trade Development Council respectively before the changes. It was suggested that Lo, being the chairman of Shui On Group and a close ally to CY Leung, resigned to avoid accusation of conflict of interest in future development plans in Lantau Island.


Re-appointments to Air Transport Licensing Authority

The Government has re-appointed Ms Ivy Cheung Wing-han (張穎嫻), Mr Peter Choy Chak-wa (蔡澤華) and Mr Nelson Lam Chi-yuen (林智遠) to assume the role of Air Transport Licensing Authority members for two more years.

Lam was a candidate running for the Accountancy Functional Constituency back in 2012 and was an non-executive director of the Urban Renewal Authority. Lam was also said to be a protégé of current Secretary for Development Paul Chan.


New chairman for Hong Kong Council for Accreditation of Academic and Vocational Qualifications

Dr Alex Chan Siu-kun (陳兆根), Managing Director of Applied Technology Integration Limited and former president of the Hong Kong Institution of Engineers, will replace Mr Martin Liao Cheung-kong (廖長江) as the chairman of the Hong Kong Council for Accreditation of Academic and Vocational Qualifications with effect from October 1, 2015. Chan served the council since 2009 and was promoted to the position of vice-chairman in 2011.
