University Pro-Chancellor (not the Anti-Chancellor), Hospital Authority and FHKI appointments. Only one has a celebrity pro-Communist spouse.


Pro-Beijing figure appointed as Pro-Chancellor of City University

CY Leung, in his capacity as Chancellor of the City University of Hong Kong (CityU), has accepted the recommendation of the CityU Council and appointed Dr Chung Shui-ming (鍾瑞明) as Pro-Chancellor of CityU with effect from 1 August, 2016, for a term of three years.

Chung is a former Exco member under Tung Chee-hwa’s adminstration, 12th CPPCC Hong Kong deputy, and current chairman of the Chinese General Chamber of Commerce’s Cultural Industries Committee. He has held key posts in the DAB. Meanwhile, his wife, Tsui Yee-wan (崔綺雲), is also known for her pro-Communist background and had led the cultural and education section of Xinhua News Agency in Hong Kong.

 

Federation of Hong Kong Industries chief appointed to Economic Development Commission

Daniel Cheng Man-chung (鄭文聰), Chairman of Federation of Hong Kong Industries, has appointed as a member of the Economic Development Commission (EDC) with effect from 1 August, 2016 to 16 January, 2017. He will fill the vacancy left by Stanley Lau Chin-ho (劉展灝) who passed away in June.

The government also named Nicholas Ho Lik-chi (何力治) of Ho & Partners Architects Engineers & Development Consultants and Duncan Chiu Tat-kun (邱達根), son of Deacon Chiu Te-ken (邱德根), as members of the Working Group on Professional Services under EDC. Ho joined Leung Chun-ying (梁振英) in a visit to India last February on a mission to promote “One Belt, One Road”.

 

Secretary general of police watchdog to return to ICAC

According to sources cited by Mingpao and Singtao, the Independent Commission Against Corruption (ICAC) will rehire Ricky Chu Man-kin (朱敏健), former Operations Department assistant director and currently Secretary-General of the Independent Police Complaints Council (IPCC). Reports suggest that he will head the Operations Department on the private sector’s front and that the appointment will be announced as early as next month.

Chu announced earlier in March that he would leave the police watchdog next January.

The rumour is the latest of a series of personnel shakeups in ICAC that saw former acting Head of Operations Rebecca Li Bo-lan (李寶蘭) resigning from the post, allegedly under pressure for her persistence in following up on the CY Leung-UGL issue.

 

Senior appointments in Hospital Authority

Dr Libby Lee Ha-yun (李夏茵) will take up the post of Director (Strategy and Planning) from 1 November, succeeding Dr Lo Su-vui (羅思偉) upon his appointment as Cluster Chief Executive (New Territories East). Lee is currently the Chief Manager (Strategy, Service Planning and Knowledge Management) at the HA Head Office.

Meanwhile, Dr Deacons Yeung Tai-kong, currently the Hospital Chief Executive of Pok Oi Hospital (POH), will take up the post of Hospital Chief Executive for both POH and Tin Shui Wai Hospital, a new post endorsed by the HA.
